After Burma: The Fifty States, Terrorism, and a Unified National Security Policy

The Supreme Court's decision this term in Crosby v. National Foreign Trade Council unified the entire Court in an opinion that was simplistic and, perhap, foretelling. The decision invalidated a Massachusetts' state law that restricted the authority of its agencies to purchase goods or services from companies doing business with Burma (now Myanmar).
