The Preventive Defense Project, a collaboration with Stanford University co directed by William Perry and Ashton Carter, has long warned of the threat of catastrophic terrorism and suggested concrete ways to improve the government''s capacity to deal with new security challenges. The Project offers background information on terrorism and prescriptions for future preventive efforts.
