Harvard Project on Climate Agreements at COP-27
Representatives from more than 200 nations are gathering in Sharm El Sheikh, Egypt this week and next for the 27th Conference of the Parties (COP-27) of the United States Framework Convention on Climate Change (UNFCCC). Robert Stavins, A.J. Meyer Professor of Energy & Economic Development and director of the Harvard Project on Climate Agreements (HPCA), will lead a small delegation of Harvard attendees, which includes Daniel Jacob, Vasco McCoy Family Professor of Atmospheric Chemistry and Environmental Engineering, who studies methane and climate change policy.
Stavins and Jacob will participate in numerous activities and panel discussions at the COP, and will meet with negotiators, journalists, fellow academics, and students with an interest in climate policy issues.
In the latest post on his blog, “An Economic View of the Environment,” Professor Stavins writes that, “The negotiators gathering for the…COP…will try to tackle a significant number of important issues, with questions relating to increased ambition and financial transfers among those at the top of the agenda.” Stavins posits that debates around the so-called “loss-and-damage” issue will also play out in Sharm El Sheikh, referring to the call by developing countries for the largest global emitters to pay for current and future climate change damages in the most vulnerable countries.
