The Montreal Protocol Multilateral Fund: Lessons for Cooperation and Sustainable Development

It is globally agreed that financial assistance is a key factor in sustainable development, including protection of the climate and its fragile ozone layer.  Developing countries seek fair and equitable access to environmental technology, intellectual property owners seek compensation for their contributions, and governments and private donors seek high rates-of-environmental return on their investment.  This paper draws lessons from the Montreal Protocol that can be applied to other environmental issues.  It also presents unresolved financial challenges in protecting the ozone layer, with the expectation that lessons from other financial mechanisms can improve the operation of the Montreal Protocol Multilateral Fund.
