Washington, DC -- On June 26, 2002 Dr. Ashton B. Carter appeared before a public hearing of the Senate Governmental Affairs Committee, chaired by Senator Joseph I. Lieberman. Dr. Carter was asked to lend his expertise to the question of what the intelligence needs of the new Department of Homeland Security will be and what its relationship should be to the White House Office of Homeland Security, the Federal Bureau of Investigation, and the Intelligence Community.
