Sexual Violence in Armed Conflict: Introducing the SVAC Dataset, 1989–2009

Which armed groups have perpetrated sexual violence in recent conflicts? This article presents patterns from the new Sexual Violence in Armed Conflict (SVAC) dataset. The dataset, coded from the three most widely used sources in the quantitative human rights literature, covers 129 active conflicts, and the 625 armed actors involved in these conflicts, during the period 1989–2009.

Agenda for Peace or Budget for War? Evaluating the Economic Impact of International Intervention in Somalia

This article shows how international humanitarian aid, particularly food aid, has played an instrumental role in perpetuating chronic civil war and state collapse in Somalia from 1992–2012. During the 1992 famine, food aid created lucrative opportunities for criminal elements of the Somali business community, who partnered with local warlords to create an enduring system of corruption and aid dependence. International aid financed this elite pact between business and warlords, which subsequently undermined domestic processes of order-making and reduced the bargaining power of local communities in the peace-building process.

Preventing Enemy Coalitions: How Wedge Strategies Shape Power Politics

States use wedge strategies to prevent hostile alliances from forming or to dis­perse those that have formed. These strategies can cause power alignments that are otherwise unlikely to occur, and thus have significant consequences for international politics. How do such strategies work and what conditions promote their success? The wedge strategies that are likely to have significant effects use selective accommodation—concessions, compensations, and other inducements—to detach and neutralize potential adversaries. These kinds of strategies play important roles in the statecraft of both defensive and offensive powers. Defenders use selective accommodation to balance against a primary threat by neutralizing lesser ones that might ally with it. Expansionists use se­lective accommodation to prevent or break up blocking coalitions, isolating opposing states by inducing potential balancers to buck-pass, bandwagon, or hide. Two cases—Great Britain’s defensive attempts to accommodate Italy in the late 1930s and Germany’s offensive efforts to accommodate the Soviet Union in 1939—help to demonstrate these arguments. By paying attention to these dynamics, international relations scholars can better understand how balancing works in specific cases, how it manifests more broadly in interna­tional politics, and why it sometimes fails in situations where it ought to work well.

Improving India's Counterterrorism Policy after Mumbai

"All of these pathologies were evident in the failure to prevent or appropriately respond to the Mumbai attacks. There was in fact significant intelligence suggesting a seaborne terrorist attack was likely, and even that prominent sites such as the Taj Hotel would be targeted. This information, however, was ignored by several key bureaucratic actors—including the Coast Guard and the Maharashtra state director-general of police—because it was deemed unactionable. Others, such as the Maharashtra Anti-Terrorism Squad, at least attempted some kind of preparation. The differences in readiness highlight the extent of fragmentation among the security apparatus. Even when Mumbai police tried to take preventive action, they lacked the manpower to sustain increased security at the hotels. Once the attack occurred, the security forces did not have sufficient night-vision equipment, heavy weaponry, or information about the attack sites, leading to a long response time and the emergence of a disastrous siege...."

Divining Nuclear Intentions: A Review Essay

Although projections of nuclear proliferation abound, they rarely are founded on empirical research or guided by theory. Even fewer studies are informed by a comparative perspective. The two books under review—The Psychology of Nuclear Proliferation: Identity, Emotions, and Foreign Policy, by Jacques Hymans, and Nuclear Logics: Alternative Paths in East Asia and the Middle East, by Etel Solingen, are welcome exceptions to this general state of affairs, and represent the cutting edge of nonproliferation research. Both works challenge conventional conceptions of the sources of nuclear weapons decisions and offer new insights into why past predictions of rapid proliferation failed to materialize and why current prognoses about rampant proliferation are similarly flawed. While sharing a number of common features, including a focus on subsystemic determinants of national behavior, the books differ in their methodology, level of analysis, receptivity to multicausal explanations, and assumptions about decisionmaker rationality and the revolutionary nature of the decision. Where one author emphasizes the importance of the individual leader’s national identity conception in determining a state’s nuclear path, the other explains nuclear decisions primarily with regard to the political-economic orientation of the ruling coalition. Notwithstanding a tendency to overinterpret evidence, the books represent the best of contemporary social science research and provide compelling interpretations of nuclear proliferation dynamics of great relevance to scholars and policymakers alike.
