The Harvard Kennedy School Project on Europe and the Transatlantic Relationship aims to strengthen the University’s capacities for teaching, research, and policy on the relationship between the United States and Europe. The program is designed to deepen a relationship which has — for over 70 years— served as an anchor of global order, driven the expansion of the world economy, provided peace and stability and reunited peoples once divided by war. In doing so, we hope to prepare a new generation of leaders on both sides of the Atlantic.

Major Report on Revitalizing the Transatlantic Relationship

A group of experts and former government officials from Harvard Kennedy School (HKS) and the German Council on Foreign Relations (DGAP) convened strategists from the United States and Europe throughout 2020 to discuss the crisis in the transatlantic relationship and to propose a strategy to revive and strengthen it. This report was published in December 2020.

Mission

The Project aims to convene academics and practitioners for teaching and training, conferences and workshops for degree students and policy-makers around four core areas: Security Policy; Diplomacy; Economics and Trade; and Strengthening Western Democracies.

Its programming is designed to prepare a next generation of transatlantic leaders for careers in related fields, including in diplomacy, security and development policy, but also in the key policy areas that reinforce the transatlantic relationship, including economic and labor relations, trade, energy, cyber and technology policy as well as cooperative approaches to tackling transnational issues - including climate change, terrorism and the rise of anti-democratic populism.

Teaching and Research on Europe and the Transatlantic Relationship

The Project hosts the annual Pierre Keller Visiting Professorship designed to bring a visiting scholar to the Harvard Kennedy School to support the university’s efforts in teaching issues in contemporary European policy and politics. Daniela Schwarzer is the current Pierre Keller Visiting Professor for autumn 2022. Past Pierre Keller Visiting Professors include Dr. Nathalie Tocci, Dr. Sergio FabbriniDr. Catherine Gegoutand Dr. Leila TalaniThe Pierre Keller Visiting Professorship was formerly housed at the Weatherhead Center for International Affairs' Program on Transatlantic Relations at Harvard University. Hereis a list of past professors from 2009-2015.

The Project also hosts fellows and speakers who are public policy leaders with a proven track-record developing innovative approaches to questions of transatlantic relations including Albin Kurti, former Prime Minister of Kosovo, Federica Mogherini, former High Representative of the Union for Foreign Affairs and Security Policy / Vice-President of the European Commission, and Jean-Yves Le Drian, Foreign Minister of France. A full list of past events can be found on the Project’s events page.

The Project partners with leading international organizations and universities across the Atlantic. Together with the IE School of Global and Public Affairs in Madrid Spain, the Project organizes an annual Transatlantic Conference on major issues of central importance to the future of transatlantic relations. Also, in collaboration with the Rafael del Pino Foundation, the Project hosts two four-day annual workshops exploring the latest developments in the global agenda with a cohort of over 60 senior Spanish officials, civil society leaders, military officers, scholars, businessmen, and intellectuals.

Strategy Group 2021

In Fall 2019, Harvard Kennedy School's Project on Europe and the Transatlantic Relationship and the German Council on Foreign Relations (DGAP) launched a Transatlantic Strategy Group to develop ideas and strategies for reviving the transatlantic relationship in 2021 and beyond. The group was led by Ambassador Nicholas Burns, the Goodman Family Professor of the Practice of Diplomacy and International Relations at Harvard Kennedy School, with Dr. Daniela Schwarzer, Director of the German Council on Foreign Relations.

The strategy group brought together experts and former government officials from the U.S. and Europe to issue new and imaginative policies on how to address critical challenges, including a more assertive China and Russia, climate change, A.I. and emerging technologies, and a global trading system in flux, among other issues.
