China is shifting from a passive power to a more assertive, multidimensional global actor. Beijing integrates civilian technology, economic statecraft, and infrastructure initiatives like the Belt and Road to expand its influence without triggering direct conflict. Concurrently, China is expanding its nuclear arsenal and adopting a de facto launch-on-warning posture, which drastically compresses decision timelines during crises. Unlike Russia, which relies heavily on overt military force, China blends economic leverage with military strength. This creates a complex, volatile trilateral deterrence dynamic with Russia and the United States.
