Paul Sabatier is Professor of Environmental Science & Policy at the University of California, Davis. He received his PhD in political science from the University of Chicago in 1974. He is probably best known for his work (with Daniel Mazmanian) on policy implementation and his development (with Hank Jenkins-Smith) of the Advocacy Coalition Framework of policy change. His research has dealt with higher education reforms and coastal planning in Western Europe, with environmental policy at Lake Tahoe, with San Francisco Bay/Delta water policy, and with automotive pollution control in the U.S. In recent years, his work has focused on a study of the factors affecting the success of a random sample of 90 multi-stakeholder watershed partnerships in California and Washington.
