Information disclosure, empowered and enhanced by the Internet, is becoming an important regulatory tool in environmental protection, as it is in some other areas of social policy. Using examples from a detailed study of the federal requirement that companies disclose releases of toxic chemicals and from other environmental measures, the speaker will explore both the power of such strategies and the complex issues they raise, including clashes between disclosure and protection of confidential business information or protection of national security. The presentation will suggest lessons learned from the use of such requirements to date that may prove helpful as informational strategies are employed more widely to reduce environmental, health, and safety risks.
