Modern information and telecommunication technologies have deeply affected the scope, conduct and objectives of diplomacy. At the same time, new actors have emerged on the international scene -- multinational corporations, international organizations, NGOs and ethnic groups -- which through the use of modern information technologies have engaged directly in cross-border communication not only with governments but also with each other, breathing new life into the "old" idea of diplomacy.
