International technology procurement initiatives have been insufficiently analysed as direct influences on technological upgrading and innovation. The presentation explores the potential of such procurement in vaccines and other biologicals from India. The data indicates that this type of program acts as an interesting variant of infant industry protection at the same time that it serves health policy goals. The discussion will highlight some continued gaps in S&T capabilities and institutions.
