This presentation will examine how to more effectively withdraw from an insurgency. By studying the Israeli withdrawals from Lebanon in 2000 and the Gaza Strip in 2005, the presentation will seek to improve a state's exit strategy when a decision is made to withdraw from a given territory in which it is currently engaged with an insurgent force that is using guerrilla, terrorist, or other fourth-generation tactics.
