"In the dark days at the turn of the year, all but a few bits of U.S.-Russian cooperation to strengthen nuclear security in Russia came to a halt.  No longer, for now at least, will U.S. experts work with counterparts at major Russian nuclear facilities to implement better means to prevent insiders from stealing fissile material, or to improve accounting, so a theft would be quickly detected..."

Last fall, experts from around the world gathered to identify ways to strengthen nuclear security cooperation between the United States and Russia and the United States and China. In this Policy Brief, Nickolas Roth summarizes that conversation and provides policy recommendations based on it.

Chinese President Xi Jinping addresses China’s new concept of nuclear security with four “equal emphasis” at the third Nuclear Security Summit, and makes four commitments to strengthen nuclear security in the future. To convert President Xi’s political commitments into practical, sustainable reality, China should take further steps to install a complete, reliable, and effective security system to ensure that all its nuclear materials and nuclear facilities are effectively protected against the full spectrum of plausible terrorist and criminal threats. This paper suggests the following measures be taken to improve China’s existing nuclear security system, including updating and clarifying the requirements for a national level DBT; updating and enforcing existing regulations; further promoting nuclear security culture; balancing the costs of nuclear security, and further strengthening international cooperation on nuclear security.

The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.

Amidst intense negotiations between Iran and the P5+1 countries in Vienna on Iran's nuclear program, Professor Matthew Bunn was interviewed for a July 14 article in the Tehran Times about what a comprehensive agreement would look like and how the two sides of the dispute should approach the talks to obtain significant and substantive results.

"The Chinese government has taken significant steps to develop and apply approaches to nuclear security and nuclear accounting in the aftermath of 9/11. One driver of Chinese improvements has been international cooperation, in particular with the US. Since the 9/11 attacks, China has actively cooperated with the US to improve its nuclear security in the civilian sector. Such cooperation should continue and grow stronger. More importantly, China-US cooperation should extend to the military sector that has custody of the largest stocks of weapon-usable fissile materials and all nuclear weapons."
