China's continuing commitment to a nuclear strategy of assured retaliation indicates that it will prioritize avoiding a nuclear arms race with the United States. Nevertheless, leaders and militaries in both countries will need to be exceptionally careful to avoid nuclear escalation in a crisis.

The discussion, which involved experts from around the world, focused on overcoming challenges to nuclear security cooperation and ensuring that countries put in place effective and sustainable nuclear security measures with strong security culture.

Is China Complacent About Nuclear Security?

Like dozens of other world leaders, Chinese President Xi Jinping is preparing to attend the third Nuclear Security Summit, which will take place in The Hague on March 24 and 25.  China actively participated in the first two summits, and since the 9/11 terrorist attacks in 2001, China has indeed made strides in strengthening its system for protecting nuclear facilities.  To make sure that nuclear security systems are actually implemented effectively, however, the development of a strong security culture—in which the relevant individuals hold a deeply rooted belief that insider and outsider threats are credible—is imperative.

While the United States and Russia have a responsibility to draw down their arsenals, these bilateral nuclear reductions will be increasingly difficult if other nuclear powers do not join in....[I]t is time to engage the so-called "second tier" nuclear powers, especially China. The evolution of the US-China strategic relationship can affect the next stages of international arms control, even if China does not directly participate.

North Korea's Leadership Succession: The China Factor

On September 28, North Korean state media announced that Kim Jong-il's third son, Kim Jong-eun, was promoted to the rank of four-star general just prior to the opening of the Workers' Party of Korea conference. Kim Jong-eun was later named vice chairman of the Party's Central Military Commission at the conference. These important developments follow the late August meeting between Chinese President Hu Jintao and North Korean leader Kim Jong-il in Changchun, near the Sino-DPRK border, which appears to have cleared the way for this Party conference. After the meeting, both countries' state media reported the leaders' support for the rising generation of the Party — a clear reference to Kim Jong-eun.

Yesterday Russia elected a new president, Vladimir Putin. The former KGB agent is just 47 and is best known for his harsh tactics in dealing with rebels in Chechnya. Putin has been acting president since January, when Boris Yeltsin resigned. He got 52 percent of the vote yesterday, and in a surprise, a Communist candidate received nearly 30 percent of the vote in the former Communist nation. In a midnight press conference Putin interpreted the sizable Communist vote as a protest by the Russian people. He said they are displeased by the current state of life in Russia. In his campaign, Putin made no promises about what he will do to improve their lives, but the nation's social welfare system is in trauma, with high levels of alcoholism, prostitution, and a very high death rate. The nation's banking and judicial systems are dysfunctional and corruption is widespread.
