The overarching question imparting urgency to this exploration is: Can U.S.-Russian contention in cyberspace cause the two nuclear superpowers to stumble into war? In considering this question we were constantly reminded of recent comments by a prominent U.S. arms control expert: At least as dangerous as the risk of an actual cyberattack, he observed, is cyber operations’ “blurring of the line between peace and war.” Or, as Nye wrote, “in the cyber realm, the difference between a weapon and a non-weapon may come down to a single line of code, or simply the intent of a computer program’s user.”
Biography
Lieutenant Colonel Victoria Mayo entered the Air Force in June 2005 commissioning as a Second Lieutenant from the United States Air Force Academy. After Manpower and Personnel Officer training, she was assigned to various manpower/personnel positions at FE Warren AFB, WY. In October 2007, Lt Col Mayo cross-trained into the Office of Special Investigations (OSI) and after graduating from the Federal Law Enforcement Training Center in February 2008, has served in a variety of positions as an investigator, operations officer, offensive counterintelligence officer, director of operations, detachment commander, squadron commander, and has conducted and led felony-level criminal, fraud, and counterintelligence investigations and operations.
