John Holdren was invited to testify at hearing for two major Senate energy bills -- S.597 (Bingaman) and S.1008 (Byrd Stevens)on -- July 18. He testified in person before the Senate Committee on Energy and Natural Resources (chaired by Senator Bingaman) and in writing before the Senate Committee on Governmental Affairs (chaired by Senator Lieberman).
The bills borrowed heavily from energy studies chaired by Holdren for the Presidential Committee of Advisors on Science and Technology (PCAST). Research Associate Robert Frosch was a panel member and Fellows Paul de Sa and Ambuj Sagar provided research support.
The testimony and PCAST reports (Federal Energy Research and Development for the Challenges of the 21st Century, 1997; and Powerful Partnerships: The Federal Role in International Cooperation on Energy Research, Development, Demonstration, and Deployment, 1999) are available at: http://www.ksg.harvard.edu/bcsia.
