Of Moles and Missiles: Anatomy of a North Korean Arms Deal?

In October 2020, a parade celebrating the 75th anniversary of the founding of the Korean Workers Party showcased a range of new weapons systems, including a new large intercontinental ballistic missile. The same weekend saw the release of a fascinating documentary film directed by provocative Danish filmmaker Mads Brügger, entitled The Mole: Undercover in North Korea. The film consists of footage—much of it filmed undercover—that was shot over a period of 10 years. It tells the story of a retired Danish chef’s infiltration of the Korean Friendship Association (KFA), an international organization that seeks to promote the ideology, history, and culture of the Democratic People’s Republic of Korea (DPRK) and defend the country from its critics. The story culminates in the exploration of plans for a series of sanctions-busting deals: constructing an underground arms factory on a Ugandan island, shipping oil to North Korea, and supplying arms to unspecified customers of Pyongyang through a private arms dealer. This review essay seeks to contextualize the film’s contents, consider the insights it offers into North Korea’s arms dealing, and examine a number of questions that arise.

Spies, Diplomats and Deceit: Exploring the Persistent Role of Diplomatic Missions in North Korea’s WMD Proliferation and Arms Trafficking Networks

North Korea frequently uses diplomatic missions, diplomats and intelligence officers in its Weapons of Mass Destruction (WMD) proliferation and arms trafficking networks. The paper places the use of these assets in historical context, provides a basic typology of their role, and considers why they have featured in North Korea’s networks. The paper identifies a number of trends surrounding the use of North Korean missions – including the types and locations of missions featuring in specific types of proliferation and arms dealing activities, the prominence of larger missions and use of third country and regional hubs. It argues that the persistence of these assets in the DPRK’s networks is largely a result of convenience and diplomatic immunity. The paper concludes by recommending further action to counter these assets while arguing that the phenomenon will continue to be a challenging feature of North Korea’s proliferation and arms trading activities.

'What About China?' and the Threat to US–Russian Nuclear Arms Control

The administration of President Donald J. Trump has consistently used fear of China to undermine nearly five decades of bipartisan consensus on US–Russian nuclear arms control. The negative consequences of these actions may last far beyond the Trump presidency. If generations of agreement between Democrats and Republicans on bilateral nuclear treaties with Russia erode, it will pose a significant setback to US national security and global stability. Future leaders may ultimately need to consider new approaches to nuclear risk reduction that preserve the benefits of the arms control regime.

China is speeding up its plutonium recycling programs

Since 1983, China has had the objective of developing breeder reactors to run on recycled plutonium. Since 2004, it has been progressing through three stages of its plutonium recycling strategy: from pilot to demonstration to commercial facilities. At the first stage, in 2010, China began testing a pilot civilian reprocessing plant and running a small experimental fast reactor. Although those pilot facilities did not perform well, since 2015 China has moved forward to the second stage, which includes a demonstration reprocessing plant, a mixed-oxide fuel facility, and two demonstration liquid-sodium-cooled fast-neutron reactors. Recent satellite images and other information show construction of those demonstration facilities is actively underway. Meanwhile, the China National Nuclear Corporation is pushing toward the third stage by negotiating with France’s nuclear fuel cycle company Orano (formerly Areva) over the purchase of a large commercial reprocessing plant, and has proposed construction of large commercial fast-neutron reactors by 2028.

The History of Fissile-Material Production in China

This article reconstructs the history of China’s production of highly enriched uranium and plutonium for nuclear weapons based on newly available public sources. It begins with discussion of China’s first set of fissile-material production facilities, which China started building in 1958. It then details the first and second “third-line” construction campaigns, initiated in 1964 and the late 1960s, respectively. Finally, the article considers the policy implications of the history of China’s fissile-material production, particularly its influence on China’s attitude toward negotiating a fissile-material cutoff treaty.

How the Next Nuclear Arms Race Will Be Different from the Last One

All the world's nuclear-armed states (except for North Korea) have begun modernizing and upgrading their arsenals, leading many observers to predict that the world is entering a new nuclear arms race. While that outcome is not yet inevitable, it is likely, and if it happens, the new nuclear arms race will be different and more dangerous than the one we remember. More nuclear-armed countries in total, and three competing great powers rather than two, will make the competition more complex. Meanwhile, new non-nuclear weapon technologies — such as ballistic missile defense, anti-satellite weapons, and precision-strike missile technology — will make nuclear deterrence relationships that were once somewhat stable less so.

Daniel Salisbury explores the limitations of, and challenges of implementing, supply-side approaches to missile nonproliferation. Considering North Korea’s recent progress and efforts to evade sanctions, the article highlights the continuing need to strengthen efforts to counter illicit trade in missile-related technologies.

Solving the Jurisdictional Conundrum: How U.S. Enforcement Agencies Target Overseas Illicit Procurement Networks Using Civil Courts

Over the past two decades, the United States has increasingly turned to targeted sanctions and export restrictions, such as those imposed against Iran and North Korea, in order to curb the spread of weapons of mass destruction. One vexing problem, however, is how to contend with jurisdictional hurdles when the violations occur overseas, in countries that are unable or unwilling to assist US enforcement efforts. To solve this problem, US prosecutors are turning to strategies with significant extraterritorial implications—that is, exercising legal authority beyond national borders. One such tool is to use civil legal procedures to seize assets linked to sanctions or export-control violations in jurisdictions that lack cooperative arrangements with US enforcement agencies. While this may be an attractive strategy to bolster enforcement efforts against overseas illicit procurement, using such tools is not without consequence. This article explores the political, legal, and technical implications of enforcing extraterritorial controls against overseas non-state actors by exploring the recent uses of civil-asset forfeiture against Iranian and North Korean procurement networks.

China’s Nuclear Modernization: Assuring a Second-Strike Capability

Some experts are increasingly concerned that China’s modernization will lead to a Chinese nuclear “breakout”—a pursuit of a nuclear-warfighting capability or a “sprint to parity” with the United States. David Logan (“Hard Constraints on a Chinese Nuclear Breakout,” Vol. 24, Nos. 1–2, 2017, pp. 13–30) rightly suggests that such a nuclear breakout would be constrained not only by China’s “soft” nuclear policy but also by “hard” technical constraints. I would emphasize that it is the former that has been the first principle guiding China’s nuclear-force development. That some of the “hard” technical constrains have resulted from this “soft” guidance demonstrates China’s commitment to a small deterrent force. It is difficult to imagine that the future development of China’s nuclear force would eventually overthrow these first principles. In fact, there is no evidence that China will change its long-standing nuclear policy.
