The magnitude and growing annual rate of growth of China's carbon emissions make this country the major driver of global carbon emissions and thus a key focus for efforts in emissions mitigations. This report presents independent data on China's carbon emissions from 1950–2012, and provides a basis to support mitigation efforts and China's low-carbon development plan.

China has ambitious goals for developing and deploying electric vehicles (EV). The stated intention is to “leapfrog” the auto industries of other countries and seize the emerging EV market. Since 2009, policies have included generous subsidies for consumers in certain locations, as well as strong pressure on local governments to purchase EVs. Yet four years into the program, progress has fallen far short of the intended targets. China has only about 40,000 EVs on the road, of which roughly 80% are public fleet vehicles such as buses and sanitation vehicles.

Expanding energy access to the rural population of India presents a critical challenge for its government. The presence of about 364 million people without access to electricity and about 726 million who rely on biomass for cooking indicate both the failure of past policies and programs, and the dire need is for a radical redesign of the current system that will address the need to expand energy access for these people.

From March 2005–December 2006, a research team headed by ETIP carried out a project in Tianjin, China, to study emissions from on-road vehicles.

On May 19, 2006, a roundtable discussion on "Barriers and Incentives for Hybrid Vehicles in China" was held in Beijing, organized jointly by Energy Technology Innovation Policy (ETIP) of Harvard University's Kennedy School of Government and the China Automotive Technology & Research Center (CATARC).

The energy futures of China and the United States are intimately linked: both countries draw on the same international sources for imported oil, and both countries will be depending on similar energy technologies and will jointly benefit from technological advancements.
