The Global Order After COVID-19

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

The goal of this report is to address the role that popular frustration can play in the politics of the Arab world. It analyzes contemporary populist movements to identify how the internal logic of populism could be applied in this region and how the cultural context can shape local messages, addressing in particular the roles of Islam, anti-Western sentiment and extremist propaganda. It also proposes actionable guidance for Western practitioners, including in terms of communication.

In this Summary Report of a longer forthcoming work, former Prime Minister Kevin Rudd, a senior fellow at the Belfer Center, asks if this defining trend of the 21st century can be managed peacefully? He argues that it can – if Washington and Beijing commit to placing their relationship on a stable, long-term footing.

Rudd's findings emerge from a major study he led at the Center on the possibilities and impacts of a new strategic relationship between China and the United States.

NATO in Afghanistan: Democratization Warfare, National Narratives, and Budgetary Austerity

This paper explains changes in NATO's nationbuilding strategy for Afghanistan over time as an internal push-and-pull struggle between the major NATO contributors. It distinguishes between he "light footprint" phase, which had numerous problems connected to limited resources and growing insurgency (2003–2008), NATO's adoption of a comprehensive approach (CSPMP) and counterinsurgency (COIN) strategy (2009–2011), the transition and drawdown (2011–2014), and the Enduring Partnership (beyond 2014). The paper explains NATO's drawdown, stressing both increased budgetary strictures compelling decisionmakers to focus on domestic concerns nd predominant national narratives connected to a protracted stabilization effort in Afghanistan.

U.S. Interagency Regional Foreign Policy Implementation: A Survey of Current Practice and an Analysis of Options for Improvement

The United States has a complex, multi-agency structure to plan, synchronize, and execute foreign policy and national security. By statute, the State Department is the lead agency for foreign policy. However, in practice, the much larger and better-funded Department of Defense conducts much of America's foreign policy activity, often with little coordination with the State Department or other relevant agencies. Over the past two decades, the military's Geographic Combatant Commands have taken an increasing lead in planning and executing foreign policy activities around the world. This has often effectively put a military face and voice on America's foreign policy, sometimes to the detriment of broader U.S. goals and relationships. More effective U.S. foreign policy requires greater interagency coordination at all levels and a greater role for the State Department as America's lead agency for foreign policy.

Israel and Palestine: Two States for Two Peoples—If Not Now, When?

"The benefits of a two-state solution are incontestable, and genuine progress must be achieved quickly. Continuing the status quo—fruitless negotiations, Palestinian divisions and the steady expansion of Israeli settlements—may soon make it impossible to create two states for two peoples. The result would be the latest in a long line of tragedies: extremists on both sides would be vindicated; America's image would suffer, complicating foreign policy in a crucial region; Israel would cease to be a democratic and Jewish-majority state and be condemned as an apartheid society; and the Palestinians would continue to suffer in poverty and powerlessness."

The Challenge of Mutual Security

"A workable solution to the Israeli-Palestinian conflict must provide adequate security for Israelis and Palestinians alike. This objective will not be easy to achieve even in the context of a two-state solution, as each state will be comparatively small and the two sides will have to coordinate border controls, access to water and key religious sites and other potentially contentious issues. The long history of conflict will magnify security concerns, and both sides are bound to worry that concessions made in the context of a final-status agreement might one day be opened up for further negotiation. Despite these challenges, a two-state solution offers the best chance of mutual security for Israelis and Palestinians alike, both now and for the foreseeable future."
