The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

Harvard Kennedy School (HKS) doctoral student Daniel Velez Lopez is researching air pollution in Mexico and whether the country is willing to pay the costs to reduce it. HKS student Jennifer Kao is interviewing academics, investors, and government officials working to generate and commercialize clean energy innovations in the United Kingdom.

The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.

"Crop production in the heartlands of Pakistan — served by a massive network of canals — now increasingly relies on energy consuming groundwater pumps to meet irrigation needs. A million tube wells are reportedly installed in Punjab alone, and energy use in pumping and farm operations may account for up to one-fifth of the province's energy consumption."

The United States' wars in Afghanistan and Iraq are unlikely to come to an end, even after the death of Osama Bin Laden. These wars which were initiated and continued based on the sacred and ideological aim of the complete destruction of world terrorism (Al Qaeda) will simultaneously provide the grounds for local and opposing forces to justify their resistance in the form of a sacred ideological war against foreign occupiers. In the case of a bilateral ideological war, with no possible winner, therefore the wars in Afghanistan and Iraq, which have mostly local and regional roots, will not come to end in the near future.

The Winter 2010/11 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights a major Belfer Center conference on technology and governance, the Center's involvement in the nuclear threat documentary Countdown to Zero, and a celebration of Belfer Center founder Paul Doty.

Hassan Abbas, a former Pakistani government official and senior advisor to Harvard Kennedy School's Belfer Center, recently spoke to Simon Shercliff, First Secretary Foreign Security and Policy for the British Embassy, about the future of Pakistan. Their conversation touched on a range of topics, including the militants' recent attacks on the Pakistani military, Pakistan's relationship with India, Pakistan-UK relations, and U.S. aid to Pakistan.

"...[A] lot depends on the state's capacity to hold the Swat area and re-establish civilian institutions there. And, even if the state succeeds, re-asserting control over Swat will only be the first step. The Taliban is spread throughout the NWFP and the Federally Administered Tribal Areas. "Punjabi Taliban" militants from the fighting in Kashmir against India continue to shuttle between the Punjab heartland and the Northwest Territories, posing another serious challenge to government authority."
