Throughout the post–Cold War era, scholars have debated the relative merits of peace enforcement and consensual peace operations. The relationships between these operations and post-conflict political orders, however, remain poorly understood. The speaker assesses these relationships in terms of path dependency, arguing that wartime elites are typically able to translate their initial advantages into durable political gains unless the international community decisively intervenes in the construction of new institutions for the post-conflict polity.
