How Can the US Engage China in Arms Control? Structural Obstacles to Sino-US Nuclear Stability
With the NewSTART Treaty expiring, the nuclear arms race may be entering a more chaotic era. The United States continues to accuse China of its expanding nuclear arsenal and unwillingness to engage in arms control negotiations, while further intensifying its nuclear modernization and military spending. But this will not help resolve the current crisis. In this talk, Dr. Jiang hopes to offer a Chinese perspective on why Beijing is unwilling to respond to arms control negotiations and how both sides can better achieve strategic goals through diplomacy and communication rather than arms races and crisis escalation. His talk will elaborate on China's strategic thinking and the structural contradictions that have long plagued Sino-US strategic stability over the past two decades. These fundamental issues should be taken seriously by the United States, and both sides should be encouraged to engage in pragmatic cooperation.
