Status What? Status Quo! U.S. Nuclear Weapons Policy After the Cold War

US nuclear weapons policy did change after the end of the Cold War, but much less than could have been expected after such a systemic transformation. Looking to the force structure policy as well as declaratory and operational policy, we will analyze briefly what has changed and what has not changed.The main goal of the presentation is to try to explain the (relative) status-quo. We will examine the evidence using different models: classical theories of international relations such as idealism and realism; bureaucratic/leadership theories; etc.We will focus on the first Clinton administration , giving particular consideration to the Nuclear Posture Review in 1993-1994.
