Revolution in Africa

"Sustaining African agricultural transformation will require national policy approaches which emphasize the need to transition toward sustainable agriculture. More specifically, they will need to pursue strategies that allow for the integration of precision agriculture in existing farming methods. Such policies could focus on six key elements: biological diversity; ecology and emerging technologies; infrastructure; research and training; entrepreneurship and regional trade; and improved governance of agricultural innovation."

Putting the Populist Revolt in Its Place

In many Western democracies, this is a year of revolt against elites. The success of the Brexit campaign in Britain, Donald Trump’s unexpected capture of the Republican Party in the United States, and populist parties’ success in Germany and elsewhere strike many as heralding the end of an era. As Financial Times columnist Philip Stephens put it, “the present global order – the liberal rules-based system established in 1945 and expanded after the end of the Cold War – is under unprecedented strain. Globalization is in retreat.”

In fact, it may be premature to draw such broad conclusions.

Some economists attribute the current surge of populism to the “hyper-globalization” of the 1990s, with liberalization of international financial flows and the creation of the World Trade Organization – and particularly China’s WTO accession in 2001 – receiving the most attention. According to one study, Chinese imports eliminated nearly one million US manufacturing jobs from 1999 to 2011; including suppliers and related industries brings the losses to 2.4 million.

But the top projected civilian applications include infrastructure, agriculture, transport, media and entertaining, insurance, telecommunications and mining. Scientists can create malaria-proof mosquitoes – but is the world ready?

The ability to edit the genetic code of organisms is hailed as one of the most profound technological achievements of the last five years. Specific techniques known as “gene drives” can transmit inheritable traits throughout the entire population of an organism. There are several ways by which gene drives can be used to control major diseases such as malaria, which killed nearly 395,000 people in Africa in 2015. One approach is to introduce gene drives that induce sterility in mosquitoes.

Global Risks of Rejecting Agricultural Biotechnology

"African countries, by virtue of being latecomers, have had the advantage of using second-generation GM seed. African farmers can take advantage of technological leapfrogging to reap high returns from transgenic crops while reducing the use of chemicals. In 2010, Kenya and Tanzania announced plans to start growing GM cotton in view of the anticipated benefits of second-generation GM cotton. The door is now open for the revolutionary adoption of biotechnology that will extend to other crops as technological familiarity and economic benefits spread."
