Nuclear Issues

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

On February 16, 2015, Professor of Practice Matthew Bunn presented "The Iranian Nuclear Crisis: Next Steps" for the Harvard Project for Asian and International Relations.

"In the dark days at the turn of the year, all but a few bits of U.S.-Russian cooperation to strengthen nuclear security in Russia came to a halt.  No longer, for now at least, will U.S. experts work with counterparts at major Russian nuclear facilities to implement better means to prevent insiders from stealing fissile material, or to improve accounting, so a theft would be quickly detected..."

Chinese President Xi Jinping addresses China’s new concept of nuclear security with four “equal emphasis” at the third Nuclear Security Summit, and makes four commitments to strengthen nuclear security in the future. To convert President Xi’s political commitments into practical, sustainable reality, China should take further steps to install a complete, reliable, and effective security system to ensure that all its nuclear materials and nuclear facilities are effectively protected against the full spectrum of plausible terrorist and criminal threats. This paper suggests the following measures be taken to improve China’s existing nuclear security system, including updating and clarifying the requirements for a national level DBT; updating and enforcing existing regulations; further promoting nuclear security culture; balancing the costs of nuclear security, and further strengthening international cooperation on nuclear security.

The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.

Each year, the Science, Technology, and Public Policy (STPP) Program at the Belfer Center for Science and International Affairs at the Harvard Kennedy School welcomes new pre- and post-doctoral fellows and visiting researchers to a select team of scholars exploring the critical role that science and technology play in everyday life.

Probabilistic estimates of the cost and performance of future nuclear energy systems under different scenarios of government research, development, and demonstration (RD&D) spending were obtained from 30 U.S. and 30 European nuclear technology experts. The majority expected that such RD&D would have only a modest effect on cost, but would improve performance in other areas, such as safety, waste management, and uranium resource utilization. The U.S. and E.U. experts were in relative agreement regarding how government RD&D funds should be allocated, placing particular focus on very high temperature reactors, sodium-cooled fast reactors, fuels and materials, and fuel cycle technologies.

This report marks the culmination of a two-year research project that examined all aspects of the mandate and operations of the International Atomic Energy Agency, from major programs on safeguards, safety, security, and the peaceful uses of nuclear energy to governance, management, and finance.

Matthew Bunn presented "Nuclear Security: What is Required" to a joint Harvard/Peking University workshop in Beijing.

"If nuclear power is to grow on the scale required to be a significant part of the solution to global climate disruption or scarcity of fossil fuels, major steps are needed to rebuild confidence that nuclear facilities will be safe from accidents and secure against attacks."
