Claudia Concaro

Claudia Concaro is a PhD Candidate at Politecnico di Torino and a Predoctoral Research Fellow in the Environment and Natural Resources Program (ENRP) and the Science, Technology, and Public Policy (STPP) Program at the Belfer Center for Science and International Affairs at Harvard Kennedy School. Her research provides science-based support for energy and climate policy across multiple scales, from methodological work on emissions accounting to broader questions of energy security. Her doctoral work includes developing a methodology to quantify product-level steel emissions under the EU's Carbon Border Adjustment Mechanism (CBAM), contributing to the Climate City Contract for Turin, and assessing how a closure of the Strait of Hormuz would affect LNG and crude oil supply, with possible mitigation strategies. At the Belfer Center, she examines how the energy transition is reshaping energy security and geopolitics. Beyond her academic research, she participates in the UNFCCC climate negotiations as an observer covering climate finance and the just transition.
