Paul Silva is a Ph.D. candidate in Political Science at the University of Pennsylvania and a predoctoral fellow with the International Security Program at Harvard Kennedy School’s Belfer Center for Science and International Affairs. His research focuses on economic coercion, grand strategy, and alliance politics. His dissertation investigates why states continue to maintain sanctions that appear to be failing, and under which conditions they choose to terminate these sanctions despite reputational costs.

Previously, he was a Hans J. Morgenthau predoctoral fellow at the Notre Dame International Security Center. He holds a B.A. in Political Science from the University of Florida, where he graduated summa cum laude.
