China and Nuclear Disarmament

Hui Zhang wrote a chapter entitled "China and Nuclear Disarmament" in the International Panel on Fissile Materials report Reducing and Eliminating Nuclear Weapons: Country Perspectives on the Challenges to Nuclear Disarmament.

Zhang concludes: "China has called for the 'complete prohibition and thorough destruction' of nuclear weapons ever since it became a nuclear power. China has been maintaining a nuclear strategy of self-defense, with a no-first-use doctrine and the pursuit of a survivable minimum deterrent. There is no evidence that China will change its nuclear policy in the future. Until complete nuclear disarmament is achieved, China will continue to maintain a very limited but reliable retaliatory force."
