Fighting Climate Change? Don't Ignore Poor Nations' Creativity

Analysts are right to assess the level of national preparedness to climate change — but well-intentioned efforts to rank countries can inadvertently sow hopelessness among those considered to be ill-prepared.

A recent University of Notre Dame Global Adaptation Index (ND-GAI) ranks Norway, New Zealand, Sweden, Finland and Denmark as the world's best prepared nations.
