Successful Clean Energy Technology Transitions in Emerging Economies: Learning from India, China, and Brazil

Technological innovation and widespread deployment of clean-energy technologies in emerging economies are critical for a global clean energy transition. Success or failure in this endeavour will have long-term energy and carbon consequences. A fundamental question exists about whether, and how, emerging economies can accelerate clean-energy transitions, given the unprecedented scales of their impending socio-economic and infrastructure transitions, and often-underdeveloped technological innovation capabilities and supporting finances.

This paper examines a recent, rapid, and ongoing transition of India's lighting market to light emitting diode (LED) technology, from a negligible market share to LEDs becoming the dominant lighting products within five years, despite the country's otherwise limited visibility in the global solid-state lighting industry.

Trends in Investments in Global Energy Research, Development, and Demonstration

Recent national trends in investments in global energy research, development, and demonstration (RD&D) are inconsistent around the world. Public RD&D investments in energy are the metric most commonly used in international comparative assessments of energy-technology innovation, and the metric employed in this article. Overall, the data indicate that International Energy Agency (IEA) member country government investments have been volatile: they peaked in the late 1970s, declined during the subsequent two decades, bottomed out in 1997, and then began to gradually grow again during the 2000s.

Energy Innovation Policy in Major Emerging Countries

New Harvard Kennedy School research finds that energy research, development, and demonstration (ERD&D) funding by governments and 100 percent government-owned enterprises in six major emerging economies appears larger than government spending on ERD&D in most industrialized countries combined. That makes the six so-called BRIMCS countries—Brazil, Russia, India, Mexico, China, and South Africa—major players in the development of new energy technologies. It also suggests there could be opportunities for cooperation on energy technology development among countries.

Governmental Energy Innovation Investments, Policies and Institutions in the Major Emerging Economies: Brazil, Russia, India, Mexico, China, and South Africa

Over the past decade, countries with emerging economies like Brazil, Russia, India, Mexico, China, and South Africa have become important global players in political and economic domains. In 2007, these six countries consumed and produced more than a third of the world's energy and emitted about 35 percent of total greenhouse-gas (GHG) emissions. The changing global energy landscape has important implications for energy technology innovation (ETI) nationally and internationally. However, there is limited information available about the investments and initiatives that are taking place by the national governments within these countries. This paper presents the information available on energy RD&D investments in the emerging economies.

The U.S. Midterm Elections and Iran

"Following the parliamentary elections of Iraq in March 2010 and the long-time deadlock which had stalled formation of the coalition government for nearly 8 months and the West's disappointing efforts to talk with the Taliban, it is now crystal-clear that the United States cannot tackle these crises single-handedly and needs Iran's cooperation as the main regional actor in settling the crises in Iraq and Afghanistan, either during the presence and even after the withdrawal of American troops from both countries. The importance of this issue becomes manifest as one realizes that curbing terrorist activities in this region is directly connected to the establishment of security and stability in the region after the withdrawal of foreign troops. In such circumstances, Iran's role for the establishment and preservation of stability becomes crucial."

The Nuclear Program and Iran-US Mutual Strategic Need

In an interview with Mosallas (Triangle) Weekly, Dr. Kayhan Barzegar pointed out that at present the United States is not in the position of starting a new war in the region and while Iran is set on pursuing its independent uranium enrichment policy, time is against Washington with respect to Iran's nuclear program. Iran is also interested in direct talks and removing the current sanctions. Because of mutual strategic need, especially on solving Iran's nuclear crisis, the two sides will have to interact. This does not necessarily mean establishing close ties of friendship. The nature of issues which both sides are involved in is such that Iran and the United States will remain ideological and strategic rivals in the future.
