Strategic Assurance Dilemma: AI, Strategic Stability, and Nuclear Crises in South Asia

The paradox of AI in nuclear deterrence is not that it produces too little information, but that it produces too little confidence in the peaceful intent behind that information.


Imagine replaying the May 2025 India-Pakistan crisis ten years from now.
The missiles are faster.
Intelligence is increasingly machine-generated.
Commanders rely on AI-assisted recommendations.
Political leaders receive algorithmically prioritised assessments.
Yet the central question remains remarkably human:
 

How do you convince your adversary that you are trying not to escalate?


Recent scholarship has identified an "assurance dilemma" in coercive bargaining, where efforts to strengthen threats undermine the credibility of assurances (Pauly 2025). This paper explores the concept of the Strategic Assurance Dilemma (SAD) to explain how AI-enabled military capabilities complicate this neglected dimension of strategic stability. SAD is the paradox in which states become increasingly capable of detecting and deterring potential threats while becoming progressively less capable of credibly reassuring adversaries that their actions are limited, defensive, or non-escalatory. It follows this causal mechanism where AI reduces uncertainty about what an adversary can do, while increasing uncertainty about why it is doing it.


AI Enhances Military Awareness → Strategic Suspicion Deepens → Credible Reassurance Erodes → Restraint Is Read as Preparation → Strategic Stability Becomes Increasingly Fragile


Using South Asia as its empirical focus, the paper argues that SAD is especially acute in the India-Pakistan nuclear dyad, where geographical proximity, compressed decision windows, and recurring crises leave little room for strategic misinterpretation. In such an environment, the erosion of credible reassurance may prove as consequential as the erosion of deterrence itself. By shifting attention from the familiar security dilemma to the underexplored problem of strategic reassurance, the paper offers a new conceptual framework for understanding deterrence in the age of artificial intelligence and identifies implications for crisis communication, confidence-building measures, and responsible military AI governance.
