The Ten Commandments

The Universities Project established by the Salzburg Seminars aims to play a role in reviving higher education in Eastern and Central Europe. Seminars have addressed issues including the financial difficulties suffered by provincial universities in Russia and the repercussions of information technology for universities in the region. It is clear that advisers from the West have not always had a positive impact on higher education institutions in Eastern and Central Europe. These institutions should be assisted, rather than patronized.
