Nuclear Issues

In this chapter, Chuck Freilich presents the regional and global developments and the changes in the nature of the diplomatic and military threats Israel faces that have transformed its strategic environment in recent decades. At 70, Israel continues to face a daunting array of threats, as do few states in the world. Israel has, however, won the battle for its existence and is stronger militarily and more secure today than ever before. Furthermore, it has ties with more states than ever before, including a unique relationship with the United States, and a vibrant economy that has grown rapidly in recent decades, turning Israel into an international leader in high-tech.

"Only one thing is clear: Trump will be a one-issue president — his own personal benefit — and that this consideration will guide his entire presidency. This predilection has already been manifested in a series of statements and actions, often in tweets, that are indicative of the impending changes in U.S. policy. Policy changes are legitimate, that is what he was elected for, but the overall impression is that Trump is motivated by fleeting political and personal gain, rather than deep strategic thought."

"A takeover of Syria by the self-proclaimed Islamic State or Syrian rebel groups would also prove dangerous. Heinous as it is, Bashar al-Assad's regime still has many assets to lose in a confrontation with Israel and can thus be deterred. It will take time for non-state actors to develop similar assets."

On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

On February 16, 2015, Professor of Practice Matthew Bunn presented "The Iranian Nuclear Crisis: Next Steps" for the Harvard Project for Asian and International Relations.

Chinese President Xi Jinping addresses China’s new concept of nuclear security with four “equal emphasis” at the third Nuclear Security Summit, and makes four commitments to strengthen nuclear security in the future. To convert President Xi’s political commitments into practical, sustainable reality, China should take further steps to install a complete, reliable, and effective security system to ensure that all its nuclear materials and nuclear facilities are effectively protected against the full spectrum of plausible terrorist and criminal threats. This paper suggests the following measures be taken to improve China’s existing nuclear security system, including updating and clarifying the requirements for a national level DBT; updating and enforcing existing regulations; further promoting nuclear security culture; balancing the costs of nuclear security, and further strengthening international cooperation on nuclear security.

"I think the United States does not have the stomach for getting into another ground war in the region....I do think that air strikes alone are not going to do it. The boots that will be necessary on the ground will have to come mostly from other parties, not from the United States. Turkey is a good candidate. They've got a long border with what's happening and it would be nice to see some of the Arab countries putting some boots of theirs on the ground."

The following report presents a consensus view of the members of a bipartisan study group on the U.S.-Japan alliance. The report specifically addresses energy, economics and global trade, relations with neighbors, and security-related issues. Within these areas, the study group offers policy recommendations for Japan and the United States, which span near- and long-term time frames. These recommendations are intended to bolster the alliance as a force for peace, stability, and prosperity in the Asia-Pacific region and beyond.
