Stephen Rangazas is a residential predoctoral fellow with the International Security Program. He is also a Ph.D. Candidate at George Washington University specializing in civilian victimization, violence during civil wars, and international security. Broadly, his research leverages the use of qualitative and quantitative archival data to improve our understanding of conflict dynamics.

 His dissertation seeks to explain why states use specific types of indiscriminate violence against civilians during civil wars with a particular focus on the case of the Vietnam War. His other research focuses on violence by insurgencies including its use during the earliest stages of rebellion and the choice of some armed groups to forgo targeting civilians.
