Epidemiological modeling is an important but under-supported field of science that lacks a clear home among the federal science-funding agencies. Additional basic research and translational work in the field is needed between pandemics, and greater operational capabilities are needed during epidemics. The authors of this report have identified here a series of actions that can strengthen modeling efforts and their operationalization, to make the country better prepared for the next pandemic.

The United States has failed to deploy adequate testing for the presence of the coronavirus SARS-CoV-2 during the Covid-19 pandemic and has been unable to avoid continued spread of the virus. In this report, the authors explain why such testing is an essential factor in efforts to control the pandemic, why adequate testing has been difficult to achieve, and why the United States has not met the challenge. They conclude by recommending ways to provide more extensive testing in this and future epidemics.

The Global Order After COVID-19

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

In this Project on Managing the Atom Discussion Paper, Philipp C. Bleek chronicles nuclear weapons proliferation choices throughout the nuclear age. Since the late 1930s and early 1940s, some thirty-one countries are known to have at least explored the possibility of establishing a nuclear weapons program. Seventeen of those countries launched weapons programs, and ten acquired deliverable nuclear weapons.

In this report, American Nuclear Diplomacy: Forging a New Consensus to Fight Climate Change and Weapons Proliferation, Former Deputy Secretary of Energy and Belfer Center Senior Fellow Daniel Poneman writes that we face two existential threats: nuclear annihilation and catastrophic climate change. Each, he says, stems from human origins. Both must be fought aggressively.

"Multiple studies confirm the grim truth that, even if all nations fulfill their Paris Climate Agreement emissions pledges, the world will still far overshoot the 2°C warming limit scientists say we must not exceed to prevent devastating climate impacts. Carbon-free nuclear energy can help close the gap. But can we expand its environmental benefits without increasing the risks of nuclear terror?"

Poneman outlines a diplomatic strategy and tough-minded, bipartisan policies to get us there.

Planning for Cyber in the North Atlantic Treaty Organization

While the issue of cyber operations beyond NATO’s own networks is a politically difficult one given the complex mosaic of national, transnational (EU), and international law; the role of national intelligence efforts in certain types of operations; and ever-present disputes over burden-sharing, the Alliance already has invaluable experience in developing policies and procedures for contentious and sensitive tools in the form of the Nuclear Planning Group (NPG). This article begins with a brief overview of actions NATO has already taken to address cyberthreats. It will then explore why these, while important, are insufficient for the present and any imaginable future geopolitical threat environment. Next, it will address the history of the NPG, highlighting some parallels with the present situation regarding cyber and drawing out the challenges faced by, and activities and mechanisms of, the NPG. Finally, it will make the case that a group modeled on the NPG can not only significantly enhance the Alliance’s posture in cyberspace, but can serve as an invaluable space for fostering entente and reconciling differences on key aspects of cyber policy. It concludes that the Alliance needs to consider offensive cyber capabilities and planning, and it needs a Cyber Planning Group to do it.

Reducing the Use of Highly Enriched Uranium in Civilian Research Reactors is a report of the Committee on the Current Status of and Progress Toward Eliminating Highly Enriched Uranium Use in Fuel for Civilian Research and Test Reactors. The committee was established by the Nuclear and Radiation Studies Board, Division on Earth and Life Studies and the National Academies of Sciences, Engineering, and Medicine. The report is the result of a congressionally mandated study (P.L. 112-239, Section 31781) to assess improvement in reducing highly enriched uranium use in fuel for civilian research and test reactors.

Energy Technology Expert Elicitations for Policy: Workshops, Modeling, and Meta-analysis

Characterizing the future performance of energy technologies can improve the development of energy policies that have net benefits under a broad set of future conditions. In particular, decisions about public investments in research, development, and demonstration (RD&D) that promote technological change can benefit from (1) an explicit consideration of the uncertainty inherent in the innovation process and (2) a systematic evaluation of the tradeoffs in investment allocations across different technologies. To shed light on these questions, over the past five years several groups in the United States and Europe have conducted expert elicitations and modeled the resulting societal benefits. In this paper, the authors discuss the lessons learned from the design and implementation of these initiatives.
