Why is China's Wind Power Generation Not Living Up to its Potential?

Following a decade of unprecedented investment, China now has the world's largest installed base of wind power capacity. Yet, despite siting most wind farms in the wind-rich Northern and Western provinces, electricity generation from Chinese wind farms has not reached the performance benchmarks of the United States and many other advanced economies. This has resulted in lower environmental, economic, and health benefits than anticipated. The authors develop a framework to explain the performance of the Chinese and US wind sectors, accounting for a comprehensive set of driving factors.

Electric drive vehicles are equipped with totally different propulsion systems compared with conventional vehicles, for which the energy consumption and cradle-to-gate greenhouse gas emissions associated with vehicle production could substantially change. In this study, the life cycle energy consumption and greenhouse gas emissions of vehicle production are compared between battery electric and internal combustion engine vehicles in China's context.

"The partial budget blueprint released by the White House recently will put U.S. leadership in science and technology at serious risk if Congress goes along. In addition to the obvious damage that would result from the proposed $5.8 billion cut at NIH, the $2 billion cut in applied energy R&D, the $900 million cut in DOE’s Office of Science, the abolition of ARPA-E, and the research cuts at NOAA and EPA, a less immediately obvious potential casualty would be U.S. scientific cooperation with a wide variety of other countries on a wide variety of topics."

Energy Technology Innovation Policy in the Backdrop of the U.S.-China Emissions Agreement

The Energy Technology Innovation Policy research group at the Harvard Kennedy School and the Tsinghua School of Public Policy and Management convened a workshop at Tsinghua University in Beijing on June 18–19, 2015 to build on the momentum created by the U.S.-China joint emissions agreement and the upcoming Paris negotiations. The objective of the Workshop was to discuss the current state of affairs in China, in the United States, and in selected other countries as well as academic research on: (1) the funding and allocation of government investments in R&D, with a particular focus in energy; (2) the impact of policy on private sector innovation in energy; and (3) the management of publicly funded R&D organizations.

Steps to China's Carbon Peak

China is the world's largest emitter of carbon dioxide, accounting for one-quarter of the global total in 2013. Although the country has successfully lowered the rate of emissions from industry in some cities through improved technology and energy-efficiency measures, rapid economic growth means that more emissions are being added than removed. Without mitigation, China's CO2 emissions will rise by more than 50% in the next 15 years.
