Spenser Warren

Spenser A. Warren is a postdoctoral fellow with the Project on Managing the Atom and International Security Program at the Belfer Center for Science and International Affairs. His research focuses on nuclear strategy, emerging technologies, and war escalation and termination dynamics. Regionally, his work primarily focuses on Eastern Europe, Central Asia, and South Asia. His current book project explores the causes and consequences of Russian nuclear modernization, while his other projects focus on the future of Russian nuclear strategy and the impact of artificial intelligence on nuclear strategy and strategic stability.

He was previously a Postdoctoral Fellow in Technology and International Security at the University of California Institute on Global Conflict and Cooperation, jointly funded by the Los Alamos National Laboratory Center for National Security and International Studies and the Lawrence Livermore National Laboratory Center for Global Security Research. He received a PhD in Political Science from Indiana University Bloomington, where he was a graduate affiliate of the Indiana University Russian Studies Workshop, and a BA in International Relations and Russian Studies from Michigan State University. He has previously taught or co-taught courses on terrorism and counterterrorism, democracy and national security, and nuclear deterrence as an Instructor of Record at Indiana University Bloomington and as a Teaching Fellow with the Harvard Extension School.
