The North Korean nuclear test and Iranian nuclear programs force them and us to think about what follows after the bomb. The Nestor of American nuclear strategy research, the Nobel economist Thomas Schelling, points out the centrality of nuclear security and strategy. As for the USA and USSR half a century ago, securing nuclear arsenals against theft or unauthorised use are crucial challenges for new nuclear powers. Understanding the strategic meaning of nuclear weapons and developing strategy also posed great challenges to the superpowers, and new nuclear powers should be assisted in this by eg China if acquiring nuclear weapons.
