How significant is the proposal for a WMD-free zone in the Middle East, given the violence and turmoil rocking the region? The short essays in this discussion paper, by experts from across the region, provide a snap shot of the diversity of views on the issue. As a collection, the essays demonstrate the scale and complexity of the challenges associated with establishing a WMD-free zone in the region. The gaps between the positions of key parties are clearly evident; but the reader will also find unexpected commonalities.

Suspension of Nuclear Activities Is Not End of Diversion Risks

A long-standing goal of diplomacy with Iran is persuading Iran to suspend its enrichment operations while it clarifies its past activities and while negotiations proceed on a more permanent resolution to the nuclear crisis. However, there is problem in using suspension of nuclear material production as a negotiating step: The technical details of suspension have never been clearly defined. The international community needs to be aware of the diversion risks during a suspension of enrichment activities and should mitigate these risks by including the necessary verification measures during negotiations and signing of any agreement on suspension.

A WMD-Free Zone in the Middle East: Creating the Conditions for Sustained Progress

How can the states of the Middle East begin to create the political conditions for achieving sustained progress toward the elimination of nuclear, biological, and chemical weapons? This paper examines the challenges and obstacles that the parties of the region will need to overcome to bring a WMD-free zone into force, and recommends near-term steps for improving regional security.

Safe, Secure and Effective Nuclear Operations in the Nuclear Zero Era

Without significant change in the geopolitical landscape, nuclear weapons will remain a relevant portion of America's long-term national security strategy. Therefore, the burdens and responsibilities of maintaining an effective nuclear deterrent force are paramount to ensure credibility for America and her allies. Bottom line: nuclear weapons and nuclear deterrence are still relevant today and for the foreseeable future. Therefore, to maintian international strategic stability we must embrace the necessity of nuclear deterrence, develop strategic policy that supports deterrence as an essential element and adequately resource the enterprise.

Nearly all of the 190 signatories to the Nuclear Non-Proliferation Treaty (NPT) agree that the forty-two-year-old treaty is fragile and in need of fundamental reform. But gaining consensus on how to fix the NPT will require reconciling the sharply differing views of nuclear weapon states and non-nuclear weapon states. Strengthening the international rules is increasingly important as dozens of countries, including some with unstable political environments, explore nuclear energy. The result is an ever-increasing distribution of this technology. In this paper, Steven E. Miller outlines the main points of contention within the NPT regime and identifies the issues that have made reform so difficult.

Beyond Optimism and Pessimism: The Differential Effects of Nuclear Proliferation

Matthew Kroenig examines the effect of the spread of nuclear weapons on international politics in a Managing the Atom Working Paper.  He observes that the spread of nuclear weapons threatens some states more than others, and proposes a theory of nuclear proliferation that examines the differential effects of proliferation.  He argues that the threat nuclear proliferation poses to a particular state depends on that state’s ability to project military power.  The spread of nuclear weapons is worse for states that have the ability to project conventional military power over a potential nuclear weapon state because nuclear proliferation constrains their conventional military freedom of action.

IAEA Safeguards: Dealing Preventively with Non-Compliance

Pierre Goldschmidt, former Deputy Director-General for Safeguards at the International Atomic Energy Agency (IAEA), outlines a new approach to strengthening the IAEA's hand in cases when states violate their safeguards agreements.  Goldschmidt argues that the UN Security Council should pass a generic resolution laying out steps the Security Council would take to deal with any state found to be in violation of its safeguards obligations. Any state which violated its safeguards pact would be required to accept a broader inspection regime going well beyond the Additional Protocol until the IAEA was able to draw the conclusion that all of its nuclear facilities and materials were under safeguards.  Goldschmidt offers a draft text for the resolution and for the "Model Temporary Complementary Protocol" that defines the broader inspection regime, along with an article-by-article analysis.

Nuclear Decision-Making in Iran: A Rare Glimpse
