Biofuels and the Water-Energy Nexus: Perspectives for the United States

This paper provides an overview on the main impacts of biofuels production on water resources within the United States, with an emphasis on the corn-based ethanol market and the agricultural stage. The following issues are examined:

  • the relationship between biofuel production and water availability;
  • trends and policy options for future biofuel production and the tradeoffs for water scarcity;
  • technological changes in transportation fleet, with consequential effects on biofuels demand and water resources;
  • considerations for policy makers who seek to reduce the future impact of biofuels on water sustainability.

Former Deputy Secretary of Energy Elizabeth Sherwood-Randall Named Senior Fellow With Harvard's Belfer Center

Former Deputy Secretary of Energy Elizabeth Sherwood-Randall is joining Harvard Kennedy School’s Belfer Center for Science and International Affairs as a Senior Fellow, the Center announced today. Sherwood-Randall, who has served in the White House and Departments of Energy and Defense, is returning to the Center where she worked in the 1990s to help establish two pioneering projects – the Strengthening Democratic Institutions Project with Graham Allison, who this month stepped down as the Center’s director, and the Preventive Defense Project with Ash Carter, the former Secretary of Defense who is the new Belfer Center director.

Expert elicitations are now frequently used to characterize uncertain future technology outcomes. However, their usefulness is limited, in part because: estimates across studies are not easily comparable; choices in survey design and expert selection may bias results; and overconfidence is a persistent problem. The authors provide quantitative evidence of how these choices affect experts' estimates.
