The Nuclear Fuel Cycle and the Proliferation ‘Danger Zone’

Horizontal nuclear proliferation presents what is sometimes referred to as the "Nth country problem," or identifying which state could be next to acquire nuclear weapons. Nuclear fuel cycle technologies can contribute to both nuclear power generation and weapons development. Consequently, observers often view civilian nuclear programs with suspicion even as research on nuclear latency and the technological inputs of proliferation has added nuance to these discussions. To contribute to this debate, the author puts forth a simple theoretical proposition: En route to developing a civilian nuclear infrastructure and mastering the fuel cycle, states pass through a proliferation "danger zone."

The Evolution of US Extended Deterrence and South Korea’s Nuclear Ambitions

Extended deterrence has been a main pillar of the security alliance between the United States and South Korea (Republic of Korea [ROK]) since the end of the Korean War. The changing dynamics of US extended deterrence in Korea, however, affected Seoul’s strategic choices within its bilateral alliance relationship with Washington. Examining the evolution of US extended deterrence in the Korean Peninsula until the Nixon administration, this article explains why South Korea began its nuclear weapons programme in a historical context of the US–ROK alliance relationship. This article argues that President Park Chung-hee’s increasing uncertainty about the US security commitment to South Korea in the 1960s led to his decision to develop nuclear weapons in the early 1970s despite the fact that US tactical nuclear weapons were still stationed in South Korea.

China's Uranium Enrichment Complex

New public information allows a fresh estimate of China's current and under-construction uranium enrichment capacity. This paper uses open source information and commercial satellite imagery to identify and offer estimates of the capacity of China's 10 operating enrichment facilities, located at 4 sites, using centrifuge technology most likely based on adapting Russian technology. The total currently operating civilian centrifuge enrichment capacity is estimated to be about 4.5 million separative work units/year (SWU/year), with additional capacity estimated to be about 2 million SWU/year under construction. Also China could have an enrichment capacity of around 0.6 million SWU/year for non-weapon military uses (i.e., naval fuel) or dual use. These estimates are much larger than previous public estimates of China's total enrichment capacity. Further expansion of enrichment capacity may be likely since China will require about 9 million SWU/year by 2020 to meet the enriched uranium fuel needs for its planned nuclear power reactor capacity of 58 gigawatts-electric (GWe) by 2020 under its policy of self-sufficiency in the supply of enrichment services.

Pakistan's Battlefield Nuclear Policy: A Risky Solution to an Exaggerated Threat

Pakistan has developed tactical nuclear weapons to deter India from executing its Cold Start war doctrine. India, however, has disavowed that doctrine. Further, the use of such weapons against Indian troops inside Pakistan would kill and injure countless civilians, while risking massive nuclear retaliation by India. Securing Chinese Nuclear Power Development: Further Strengthening Nuclear Security

Chinese President Xi Jinping addresses China’s new concept of nuclear security with four “equal emphasis” at the third Nuclear Security Summit, and makes four commitments to strengthen nuclear security in the future. To convert President Xi’s political commitments into practical, sustainable reality, China should take further steps to install a complete, reliable, and effective security system to ensure that all its nuclear materials and nuclear facilities are effectively protected against the full spectrum of plausible terrorist and criminal threats. This paper suggests the following measures be taken to improve China’s existing nuclear security system, including updating and clarifying the requirements for a national level DBT; updating and enforcing existing regulations; further promoting nuclear security culture; balancing the costs of nuclear security, and further strengthening international cooperation on nuclear security.

The article recommends ways to strengthen China’s nuclear material protection, control, and accounting systems and suggests opportunities for increased international cooperation.

The Sum of all Fears: Israel’s Perception of a Nuclear-Armed Iran

President Rouhani's initiative to restart nuclear negotiations has been met with deep skepticism in Israel. Haifa University political scientist Ehud Eiran and MTA Executive Director Martin Malin suggest in the current issue of The Washington Quarterly that Israel's framing of, and response to, the Iranian nuclear program is a product of four distinct fears: existential threat, strategic risk, socio-economic erosion, and a challenge to founding principles. Understanding the sources and consequences of these fears can help policy makers avoid dangerous pitfalls and missed opportunities in their response to the current Iranian initiative.
