This report, by Maxwell Simon (MPP '23) and Jayaram Ravi (MPP '23), explores the drivers of setback and success that China has encountered in the process of developing dual-use and military-dedicated naval installations abroad. It looks at cases where China has considered or actively pursued military-dedicated installations to characterize Beijing’s general approach to overseas naval base acquisition.

Foreign Affairs has recently published a number of articles on how the United States should engage with the Taliban government in Afghanistan, extremist forces within the regime, how the West can help ordinary Afghans, and the fate of the country’s women. To complement these essays, Foreign Affairs asked a broad pool of experts for their take. As with previous surveys, Foreign Affairs approached dozens of authorities with expertise relevant to the question at hand, along with leading generalists in the field. Participants were asked to state whether they agreed or disagreed with a proposition and to rate their confidence level in their opinion. Two Belfer Center experts participated, International Security Executive Editor Jacqueline L. Hazelton and Future of Diplomacy Project Senior Fellow Paula Dobriansky.

The following is an event write-up about the recent Project on Europe and the Transatlantic Relationship (PETR) seminar on “France’s Global Role in a Changing World Order” co-moderated by Natalie Colbert, Executive Director of the Belfer Center, and Svenja Kirsch, Fellow with PETR, on April 19, 2023.

For many, integrating “decarbonization” into public policy, corporate and financial strategies has become a requirement, not an option — yet, what happens when the critical link between climate stability and decarbonization breaks?

In the past, strategic surprise has often stemmed from a failure of imagination. Most intelligence failures are rooted in a lack of foresight or early warning of impending events. Blue sky thinking seeks to prevent these surprises by devoting more attention not just to known risks and likely scenarios, but also to low probability, high impact events. In an unprecedented step in forging ongoing global collaboration, 129 global experts gathered in Amman, Jordan, in December 2021. The conference was held under the auspices of Jordan’s Aqaba Process and facilitated by representatives from the Harvard Kennedy School Belfer Center’s Intelligence Project. Attendees included intelligence officers, diplomats, military officers, private sector practitioners, and academics representing 29 countries, 5 continents, and 68 government and private sector organizations. Through presentations and discussion under Chatham House Rules, the conference facilitated an open exchange of ideas on the possible next big threats from terrorism and on strategies for moving forward.

Commercial international port terminals owned and operated by Chinese firms provide dual-use capabilities to the People's Liberation Army during peacetime. They enable China to project power into critical regions worldwide by providing military logistics and intelligence networks.

Capital Choices analyzes the creation of different SWFs from a comparative political economy perspective, arguing that different state-society structures at the sectoral level are the drivers for SWF variation. Juergen Braunstein focuses on the early formation period of SWFs, a critical but little understood area given the high levels of political sensitivity and lack of transparency that surround SWF creation. Braunstein’s novel analytical framework provides practical lessons for the business and finance organizations and policymakers of countries that have created, or are planning to create, SWFs.

Jacqueline L. Hazelton  details why the international jihadi terrorist threat to the United States is down since the al-Qaida attacks of 20 years ago. Not through war or other uses of organized violence, but through cooperation, use of legal and financial tools, and strengthening homeland defense and resilience.

What explains the United States' persistent use of torture over the past hundred-plus years? Not only is torture incompatible with liberal values; it is also risky and frequently ineffective as an interrogation method.

William L. d'Ambruoso writes that ruthlessness does not guarantee success, but it usually proves necessary — a difficult truth that should sit uneasily with democratic counterinsurgents who are supposed to care about human rights.
